In many cases, it is difficult to judge whether one is active or inactive, and whether someone is acting appropriately or inappropriately. Krishna alerts us in the Bhagavad Gita

What is Karm? What is non-Karma (inaction)? As to this, even the wise are bewildered in this matter. I will explain to you what Karm is, knowing which you will be released from evil. Gita 4.16

Indeed, a Yogi must understand what Karma is. He must understand what wrong action (Vikarma) is. And he must understand what Akarma (inaction) is. The operation of Karm is hard to understand. Gita 4.17
